how to turn on printer spooler

My printer quit working and I get a message that com2 port is not working.
When I go to reinstall printer, I get a message that the printer spooler is
not working.
 
Go to: Start>Run>type NET START SPOOLER and press OK.
To stop it: type NET STOP SPOOLER
