How to submit crash analysis

After a 'blue screen' fatal error, how do I submit data to MS OCA on a PC
with no internet connection? I saved the relevant files and copied them
across to an internet-enabled PC, but have wasted so much time looking for
how to upload these manually. Which pages do I need to open to get to the
'upload your report' (or whatever it would be)?

I assume this IS possible?

I have a crash dump file only.

Click Start, right click My Computer, and then click Properties.
Click the Advanced tab, click Settings under Startup and Recovery.
Click to clear the Automatically restart check box, click OK, and then click
OK again.
Restart the computer. When you attempt to shut down the computer, the exact
message should be displayed.
