The M$ extract.exe utility from Win95 will extract from a cab file in Win 3.1 Do a google for it or get it here: http://www.uv.tietgen.dk/staff/mlha/Download/DOS/ usual usage: extract /? to list the switches or extract "whatever_name".cab *.* to pull out all the files.

Eg LFN support: http://www.cottonwoodsw.com/ 3.1 looks like XP: http://toastytech.com/guis/misc3.html 3d dialog boxes: FM StepUp Calmira win 95 style UI: http://www.calmira.de/ Web Browsers: several You can even burn CDs on 3.1, though not with that hardware.
