Error: Win Installer 3.1 is not Win32 application

Win Defender requires Win Installer 3.1.
MSFT site has download of 3.1 (v2).
When I attempt to install WinInst 3.1 I get an error msg that it is not Win32.
I am lost so your help will be appreciated.

I have the exe file on my desktop. When I click it, it begins to install and
then stops with the "update;exe is not valid win32." Am I missing something
in the link you provided?

Nope, probably not missing anything at all. You already downloaded it
from that Microsoft link, correct?

Yes, I DL the file from MSFT. I called Dell again and he downloaded the file
and then attempted to install on my machine. Same result. The Dell guy looked
and I do have the 3.0 DLLs. A few weeks ago I had Win Defender and NOD32
installed, they require 3.1, so I had and lost it. Any idea where Windows
might have moved those files?

Unless it reverted back to 3.0 by having uninstalled itself, I can't
imagine where it would have bunged up. Win Defender or NOD32 shouldn't
have done anything to make it 3.0 since they clearly depend on 3.1.

I know it's not much consolation but SP3 for XP is just around the
corner and will likely replace all the wrong files with the right
files and bring you system back to a state of sanity. It is about 4
month away from what reports I've seen so if you can live with it for
that long, I'd wait.

It's also possible that you have the Berbew.gen Trojan and it's
blocking the installation of any tool that would remove it. If you've
done a Windows Update for February, you should have the Malicious
Software Removal Tool for Feb. Do start > run > mrt.exe and press
enter. Run the tool and see what happens.
