how to make a new windows theme/appearance

Does anyone know how to make a new theme/appearance?

I mean, when you get to display properties, the appearance tab there is
usually classic and xp, but I noticed on a new MCE computer there was a new
option which was kind of like the xp theme but with more of a glassy
appearance.

Any tips/direction welcome.

Start button | Help and Support | Type: theme in the Search box and click
the arrow.

Scroll down to and click on: Create your own desktop

That's now what I mean. I'm talking about an appearance as opposed to
Windows Classic or Windows XP style, like if I wanted to make an
imitation vista appearance for windows xp or something more like that.
