Appearance changes after reboot...

I just bought a new Dell Dimension E310 with Windows XP Media Edition. I
like to modify my desktop theme appearance by using the "Classic Windows"
theme. Then I make a few more changes to the appearance by change things like
the Active Title Bar size, etc and then I save the new theme.
I've done this many times with many different computers, but on this new
Dell everytime I turn off the computer and turn it back on, it reverts back
to the standard Windows XP theme even though I have "applied" the new
changes. What is happening?

54. Right hand side, click on...
Save Settings on Exit

NoSaveSettings Description
[[Prevents users from saving certain changes to the desktop. Users can
change the desktop, but some changes, such as the positions of open windows
or the size and position of the taskbar, are not saved when users log off.
Shortcuts placed on the desktop are always saved.]]

Also try disabling the Themes service. You probably do not need it running
if you're using Classic theme.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click Themes | Click the V next to Startup type |
Select Disabled | Click the Apply button | Click the Stop button |
When the Themes service has stopped, click OK | Close Services
