How to enable RESTART ?

The OUTBOX contains an unsent FAX (first attempt did not answer).

But FILE|RESTART (or right-click/restart) is not enabled.

How can it be?

All the unsent fax under outbox will be automatically restarted after 10
minutes; during this period restart option will be disabled. After trying
for 3 times, it will go to Restart Exceeded state and restart option will be
enabled.

Optionally you can configure restart timings by opening Fax Printer
properties.
