After a Fax fails transmission I try to right click the fax to restart, but
"restart" and "resume" are grayed out and not available.

How do I fixed this

No. It fails and does not retry automatically and when I right click it
those to are not available as options.(restart/resume)

But how many retries have you specified as your default and at what
interval?
Restart is always disabled until your retry intervals have expired.

It's been over a year since I've used Windows XP. IIRC, it's in the Advanced
Tab of Fax Settings. Just look around. You'll find it somewhere like that.
