How to Change CD Read Only Attribute

I have a CD-RW with one relatively small file that seems to
have taken up the whole disk. I would like to delete the
file, but it is a read only file.

How do I change the attribute or how can I delete the file?

Are you sure
1.) that it really is a CD-RW and not a CD-R?
2.) that the CD-RW has been formatted for packet-writing, using an
application such as DirectCD, InCD, etc.?

You cannot do that if the CD is a CD-R, only on CD-RW
On a CD-RW you can format it and reload it with all th
files you want. It sounds like you are using a CD-R.

What did you try with? You'll need a utility that can erase the disk.
Generally that would be whatever app came with your CD rewriter

On a CD-RW you can format it and reload it with all the
files you want. It sounds like you are using a CD-R.

If Mastering and not using UDF, it doesn't matter if you are using a
CDR or a CDRW. The mastering program will treat them the same, with
the exception that you can do a complete erase and re-use the CDRW.

Excellent! So, how, pray tell, does one do that - specifically, a complete
erase?

You didn't say how you put the file on the CD - I.E. what software did you use? If the built in XP burner then this is from "Help and Support":
To erase files from a CD

1.. Open My Computer.
2.. Double-click the CD recording drive. Windows displays the files and folders located on the CD.
3.. Under CD Writing Tasks, click Erase this CD-RW. Windows displays the CD Writing Wizard.
4.. Follow the instructions in the wizard to delete the files on the CD-RW.
Notes

a.. To open My Computer, click Start, and then click My Computer.
b.. Erasing the CD deletes all the files on the CD; you cannot select individual files to delete.
c.. Not all CDs are erasable. If the CD you are using is not erasable, for example, a CD-R, then this feature is not available.
If another mastering program you usually right click the drive and click format.

How did to do the write to disk? If with the inbuilt burning it does
not use a CD-RW technique anyway, and all you can do is erase the disk
as a whole - if you r-click its icon in My Computer, there should be an
'erase CD-RW'
