How to animate text on top of a picture??

I try to put the title on top of the pictures and animate the title, but
could not do it. Each time I type a title, it then goes behind the picture.
How can I show the title on top of it, so it can be animated?

If by "pictures" you mean a video then you cannot. The video will always be
in front

If you are using video see John's response. If you are using just a picture,
right click it -> order -> send to back. Or right click -> send to back ->
send to back in 2007.
