How does an administrator aprove of an activex or plug in?

I see that ActiveX and plug-ins can be run based on administrator's
approval if the box is ticked in the security options, but as the
administrator, I have no idea how to approve an activex or plug-in.
How might I go about doing so?

With group policy editor (gpedit.msc), which is included on WinXP pro, Win2K
Pro and server versions. User configuration -> administrative templates ->
internet explorer -> administrator approved controls. I don't know how to
aad new approved controls, but you can select from predefined ones.
