how do i set outgoing server different from incoming server?

the server i use to receive email is panhandle.rr.com. at home, my internet
connection is provided through charter calbe though. i set up my email in
outlook and can receive emails but i can't send any emails. they all come
back with the message "undeliverable" through the online help topics, it
says i need to setup my email account with different incoming pop3 and
outgoing smtp addresses, but it doesn't explain how. please help!!!!

One site I found listed these as your mail servers:
pop-server.panhandle.rr.com (Incoming Mail Server)
smtp-server.panhandle.rr.com (Outgoing Mail Server)

The Tools menu > Email accounts dialog should allow you to change or add an
account. Do you have the login & password for the POP server

i have both of those listed as my servers. the only reason i can think of as
to why i can't send any emails is because my internet service provider is
charter pipeline. i recently moved to alabama and charter in now my internet
provider. roadrunner is the internet provider that my email address is
through (that was the internet provider in florida, where i just moved from).
so i thought that i had to set up the outgoing mail server as the charter
pipeline server. does that sound correct?

You're probably right since you're not on RR's network you can't use their
SMTP server. You'll have you use Charter's SMTP server. Also, cable ISPs
don't typically keep your mail account around forever if you're not a
subscriber.
