How do I remove a program?

I need to upgrade my AOL, but it keeps telling me I can't
because the program is running. I've tried removing it
but can't (because it says it's running). But it's not
(I've checked Task Manager). In addition, it won't let
me get into AIM to disable it. I've tried rebooting.
How do I get this program off my computer?

Press F8 during the early boot phase, then boot into
Safe Mode. You can now remove the program.
