How do I publish a site using SSH through a proxy?

I am trying to publish my web site from behind a firewall to another
firewalled organization that requires SSH (secure FTP?) using port 22. How do
I specify that I have to do a secure FTP upload?

You most likely will need to use a 3rd Party FTP application that supports secure FTP connections.
