How do I prevent replying in plain text?

I have my Outlook 2002 mail format set to compose email messages using html.
I have Outlook set to use Word to read and edit my email messages.

When choosing to either reply or forward a message which was sent to me in
html format, it changes to plain text format. I even tried the Detect and
Repair feature under Help, but the same thing happens.

Could anyone please tell me what the problem is? Thank you.

Do you have an add-in installed that can do this like Bells an Wistles?
Does it happen when you start Outlook in Safe Mode?

No add-ins that I'm aware of.
Never tried it in Safe Mode, didn't think I'd have the proper functionality
available.
