How do I insert comments in reply messages in Outlook?

I have followed the instructions on Help, exactly: Tools, Email Options,
check the box, "Mark my changes", etc. but comments still do not appear in my
reply messages.

Message format?

Note that it only works when you are typing in the original message and not
above it.
