How to insert my comments in quoted replies?

In Outlook 2003, when replying to an e-mail and using "Microsoft Office
Word 2003 to edit messages", it seems impossible to insert my own
comments into the quoted reply without having my own comments show up
with a blue bar.

Isn't there a way to do this, to distinguish my comments from those of
the original sender?

Position your cursor where you wish to begin commenting and then change the
font color (the "A" with the red bar below it) before typing.
 
That may change the color of the text, but it doesn't get rid of the
blue bar on the left.

What options do you have selected at the bottom of Tools>Options>E-mail
Options in Outlook?
 
When Replying to a message
Prefix each line of the original message
When forwarding a message
Include original message text
Prefix each line with:
