How do I get rid of that blue bar?

My reply settings don't seem to be working. I have it set to prefix every
line of a reply with "> ", and to include the original message text. But
every time I hit reply, it turns to HTML format, and puts a vertical blue
line on the left hand side. My "> " does not get into the message as
requested, so replying is a big pain in the butt. How can I fix it? All my
settings seem to be correct, but apparently not.

They get automatically replaced when replying in HTML format. They will be
visible in Plain Text format. Why the > prefix anyway? If you ask me I'd say
that they are really annoying and they sure don't help in the readability of
the original mail.

Because many people don't use HTML mail, so If I use the blue bar, then it
shows up to them as nothing. Then, it's impossible to distinguish between
what's my message and what's their message.

In any case, can you tell me how to get the "> " back?

if they are sending mail to you using HTML format, then I'd say they can use
HTML format... if you don';t want to use HTML, you'll need to change the
message to plain text format - if you use Ol2002 or Ol2003, you can read all
mail in plain text format, which results in always replying in plain text
too.
