How do I set wrap column when replying to an email

When I use "prefix each line of the original message" as my reply option,
Outlook first inserts the prefix for a line, then reflows/wraps the line at
some arbitrary column, and if that creates a new line, then it also creates a
prefix for that line.

I have have my wrap column set at 132 for sending email. This does not seem
to affect the prefixing operation.

If I'm replying to an already prefixed message, the prefixing becomes
incorrect for each extra line introduced by wrapping the original message.
