Why do I get blue squiggle lines in Outlook replies/forwards?

When I reply to or forward an eMail message, the text I start typing is
underscored with a blue squiggle line.

I get rid of it by right clicking and choosing 'Ignore Rule'. I've tried
'Replace direct formatting with style Normal' and modifying the style. I've
also tried 'Ignore Once'. Nothing works beyond that message.

By the way, this also happens in Word docs.

I'm using Office 2003.

These can indicate formatting inconsistencies but without any details it is
hard to tell.
To turn it off in Word (and thus also in Outlook as you use Word as your
email editor);
Tools-> Options-> tab Edit-> disable: Keep track of formatting

tools, options, spelling - it sounds like you have spell or grammar check
enabled, although those lines are red and green squiggles.
