How Can The Junk Mail Filter Be Disabled???

I've searched this area, and see that this question has been asked a number
of times, but there has either been no answer or the answer has been related
to exchange. So...here goes again:

- The problem at hand is that I'm using another anti-spam program, which I
like. But much of the time, Outlook's JUNK MAIL FILTER catches e-mail and
puts it in the JUNK folder BEFORE my anti-spam program can get to it. I
can't make it sound simpler than this: I want to permanently diable the
Outlook junk filter. Period. Can it be done or can't it???

- I have NO AUTOMATIC FILTERING checked, but much mail STILL goes to the
junk folder. I have a separate anti-spam program that keeps track of safe
senders, blocked senders, etc. and don't need or want to expend the extra
time to "NOT JUNK" stuff that's put in the Junk Folder by Outlook THAT HAS
ALREADY BEEN PROCESSED BY A 3rd PARTY ANTI-SPAM PROGRAM. I'm only dealing
with POP3 accounts here.

So, I need to know - does anyone have the answer on how I can simply disable
junk mail whatever within OUTLOOK 2003? Apparently, NO AUTOMATIC FILTERING
does NOT disable it, because I still have tons of e-mails going to the junk
folder. And my safe / block lists WITHIN OUTLOOK are empty.

Make sure your Blocked Senders list is empty.

Sorry...I forgot to mention that is empty, too. This is happening to many
people, as evident by searching this section.

I simply want to DISABLE Outlook 2003 junk filtering. NO AUTOMATIC
FILTERING is on, there are NO ENTRIES in the BLOCKED OR APPROVED areas. I
just do not want anything going to Outlook's JUNK folder, which, apparantly,
can't be deleted or renamed, either.

And you're sure it's not your 3rd party anti-spam program sending messages
to the Junk E-mail filter?

Yes, I'm sure. It's "Qurb".

a) There is nothing in the config of this program that would put anything
into Outlook's JUNK MAIL folder.

b) This has happened in any of the 10 or so spam programs / services I've
tested; it's also happened without any other anti-spam intervention...all on
it's own.

So...the main question, which seems that there may be no answer to, again,
is...

How can Outlook's JUNK MAIL FILTER be permanently disabled? Is there a way
to do this?
