How can I get to a restore point while in safe mode

My PC hosed! My desktop has completely disappeared! All icons and also the
start menu.

I restared in safe mode and choose "Last safe configuration" and let it boot
from there. Same thing happened: no desktop icons!

I can restart in safe mode and go to the control panel, but I did not see an
option to go to an earlier restore point.

By the way...I was doing a Norton Virus scan...some update window popped up
wanted to install. Instead of selecting No, he deleted the window which shut
down the PC. That's when the problem started.

1. Click Start, point to All Programs - Accessories - System Tools - System
Restore.
2. On the Welcome to System Restore page, click Restore my computer to an
earlier time, and click Next.
3. Or type or paste the following command in the Start - Run box then press
Enter.

%systemroot%\system32\restore\rstrui.exe

This command can also be used after booing to the command prompt.

If you can get to the C drive in safe mode, go to
C:\WINDOWS\system32\Restore
and click on rstrui.exe.
