Recycle Bin empties automatically

All the contents of my Recycle Bin disappear next time I use my PC.
I looked for an "automatically empty on start" option, if there is such a
thing, but did not see it.

Last thing I did on my PC was reformat the D hard drive, wiping it clean.
Maybe that emptied it, but since then, it will not hold any files.

Hi Scott,

One of the utilities in your system is probably doing it. For instance, certain versions of Zone Alarm have a cache cleaning features built-in, which when activated, would empty the recycle bin on every restart. Windows is not automatically doing this.

Neither of the above helped! Items will not go into the Recycle Bin!
I have right clicked the Bin and the Display delete confirmation dialog is
selected.

Also, the "Do not move files to the recucle bin...." is NOT checked.

I believe when I reformatted by D drive, I somehow caused this to occur.

Can the Recycle Bin be uninstalled and then restored?
