When I create a backup of my system on a CD, I receive this message: The
bacup file name could not be used. "D:/Backup.bkf" Please ensure it is a
valid path, and that you have sufficient access.
I'm logged in as an administrator.
Or, is there any other way to completely backup my system on a CD?

Bernie, a single CD can only store about 650 to 700 megabytes worth of data.
Your system partition is likely at least 4 Gigabytes (that's megabytes time
1000), probably more. So the answer is no, you can't backup to a single
CD. Maybe multiple CD's but what a nightmare! Get a spare HD and use it as
the backup media instead, possibly.

Also you cannot backup to multiple CDs or DVDs with ntbackup, even if
you use a third party package to allow backup to one at all.
