hovering on system tray

When I hover over the small items in the sys tray, most of the text is
behind the task bar, cannot read it, I can't believe the problems in this
program! I tried to drag the taskbar to the right side to make it vertical
but it doesn't work in XP, any ideas?

a) Go into "Taskbar and Start Menu" and "uncheck" "keep the taskbar on top
of other windows",
b) Right click on the Taskbar and "unlock" the taskbar by clicking on the
menu item the states "lock the taskbar"

It just amazes me how someone's incompetence or laziness is always someone
else's fault.
