Most Icons, or minimised running apps in the task bar, when the mouse
pointer is hovered over them the tool tip is mostly hidden behind the task
bar (Task bar at the bottom & minimum height)

Hi, DL. This is a known problem with Windows. A program called ToolTipFixer will take care of the problem and it's free. Here's the link:
