Hourglass On Sreen With Arrow Until Connected On Line

The hourglass is on the screen constantly with the arrow
until I connect to AOL. I pressed the three keys: Ctrl,
Alt, and Del. In the Windows Task Manager, there is
nothing running.
Please advise.

Discovered one way to settle the problem...
Start>Run>MSCONFIG>SDelective Start Up>Start Up>Disable
All. Reboot
