homepage problem

I cannot change my Home Page. It is locked. The address box is locked, and also the use current, use default, and use blank buttons are all blocked.
What shall I do? Please help

Also.. I have this problem:
When I follow the path : "Tools/ Internet Options

And "click" on "Internet Options" I recieve the "error
message"

"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.
I have tried spybot, spysweeper, adaware and wipe and clean. I don't want to re do my hard drive. please can someone hellp?

It could be that a program to control spyware, such as spysweeper, has
locked the homepage as a precaution. Try to look in that program and
see if there is a setting to unlock the homepage.

Also, if you have XP Professional, go to start > run > gpedit.msc
and look at the user policies, to see if there is one prohibiting
access to Internet Options.
