restrictions in effect on this computer

"internet options" has disappeared from my control panel, when I click on
tools and select internet options it says this operation has been cancelled
due to restrictions in effect on this computer, please contact your system
administrator, how can I find what restrictions are in effect on my computer
and regain internet options ? The only change I have made recently was to
upgrade to microsoft internet explorer 7.0. Did this have any effect ?
PLEASE HELP!!

Restrictions are in effect due to 3rd party security/antimalware software.
Some that do it:

Spybot Search and Destroy
Spysweeper
Ad-Aware
Spyware blaster

and many others. Look to the programs options to temporarily turn them off.
Make your adjustments in I.E. Then, turn back on the security restrictions.
