Getting "This operation has been cancelled due to restrictions" ms

I recently started getting the following message when attempting to right
click on the Desktop Properties, add/remove software, and my Control Panel no
longer shows up in my start menu - "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator" Myself and my child are the only one's using the computer, I
haven't recently installed anything except Kaspersky 7, but that was just
yesterday, and the problem started last week.

Any suggestions?

For a client this was one of the symptoms of a major infestation of virus
and spyware.

Run a deep scan immediately.

I ran a full scan of my computer yesterday after I installed the Kaspersky 7
Anti-Virus software, and it found/deleted several Trojan program files, and
various adware, but the problem is still happening. I was getting numerous
pop up windows, etc., which have now thankfully stopped, but I still can't
access my Control Panel, etc., I was actually very surprised I was able to
load the anti-virus software, which I had to do manually by going to 'My
Computer' then selecting my CD drive and starting the installation that way.
I'm by no means a computer expert, but I would be comfortable going into the
regedit and making changes if that's what I need to do.

I also can't change the clock on my computer to reflect the DST changes, when
I right click on it and select the 'Adjust Date/Time' option, I get get the
same message.

Look here for tweaks to add the Control Panel to the Start Menu, remove
restrictions, etc.. There are 400+ tweaks, so press Ctrl/F to help find
the needed tweaks.
