High Speed DSL connetion

My dsl highspeed internet service does not work and I AM
BEING CHARGED FOR IT!SBC support said it is because my
cpu usage is at 100% and it should be at 30% usage
because the highspeed dsl requires 70%.How do you fix it?

First off look in task manager (right click on your task
bar and open taskmanager). What services are taking up all
the cpu usage?
