I just downloaded a driver update for a Motorola Modem.
I got a message that told me to change the country code
to U. S. A. in the help tray. Where is that?

By "help tray" they probably mean ('old school') systray. This is
now known as the "Taskbar notification area" and is where the
clock is displayed. For more information about the "Taskbar
notification area" search the Windows XP Professional Help
and Support Center for the words in double-quotes and read
the Suggested Topic by that title.

As for your Motorola Modem and changing the country code....

If your Motorola modem is anything like mine (Motorola SM56)
then, by default, it runs a little app at startup named sm56hlpr.exe.
This little app places an icon in your systray that looks like a tiny
yellow phone. And if you double-click that icon you can change
the Country Code by clicking the Setting tab, then the Modem
Properties button, then the Edit button found on the Dialing Rules
property sheet.

Another way you may be able to change the country code is by
using Control Panel to access "Phone and Modem options".
Note, if you use Category view for Control Panel you will need
to click Printers and Other Hardware before you can see the
"Phone and Modem options."
