Country Settings message appears

Recently had operating system replaced from Windows 98SE to Windows XP Pro.
While connecting to ISP (AT&T Global Network) via 56K dial-up modem, the
following message appears: Motorola SM56 Modem “Unable to support current
country settings. Change the country code to U.S.A. under windows telephony
dialing propertiesâ€. Click OK and the: Phone & Modem Options window is
prompted. Within the General tab, in the Country/Region box: “United Statesâ€
is selected. Is this the telephony dialing properties? If not, how do I stop
these windows from appearing?

Reference information:
1. Successful connection is made to ISP each time and functions properly.
2. ISP software has been uninstalled and reinstalled.
3. The tech that installed new operating system downloaded Motorola SM 56
Speakerphone Modem driver (update released June 19, 2003) via Windows Update
website.

Can someone assist?
