help - print spooler service not running - but it is

help with my new printer,
under c/panel theprinter says ready, but when i click on iti get the message
print spooler service not running (message) -- thats the message

- but it is when i check under - services.msc
so also is upap & rpc
I get unable to connect under control panel / printers.
I have run & uninstalled printer driver& reinstalled still not working.
I have also run sfc / scannow
help, im going mad & dont know what to do. if i try to print,i can see it
buld upin the queue, and it says ready under c/panel.
thanks for any help you can offer
