HELP ME PLEASE! system is stuck in a setup safe mode loop

I was doing a reinstall upgrade and upon reboot after the first part of the
reinstall, the system comes up in safe mode and says that setup cannot be run
in safe mode, and i hase to be rebooted and theres the loop.

HELP !!!!!
