Help is gone!

Something weird has happened: I tried to access help&support and nothing
happened. Same with system configuration (file msinfo32.exe is still there).
When online I cannot enquire the details of events in the event manager. I
reckon some file is either corrupt or missing.

Anyone with an idea how to fix this (apart from system recovery which worked
the last time)?
