Help & Support & System Restore

When launching Help & Support (click start then help and support) nothing
happens which means that I do not have access to System Restore or the help
screen. I do not get a blank screen like one previous enquirer-the screen
does not change and notheing happens.
I have notices that most of the help screens atteched to various programs do
not work either.
I have looked at the various post in connection with this problem but they
do not give me the help I require as most solutions point to Windows xp SP2
when I am running Windows xp SP3
Any help would be appreciated

You are linking two problems which may be unrelated. Of course there
could be a third unidentified problem, which has resulted in two
problems you have noticed. More information is needed to resolve the
Help and Support problem. The problem with System Restore is not with
System Restore; it is that you wish to use System Restore and your
normal means of accessing the facility is not available.

How recently did the problems first appear? Are there any other
functions like Task Manager or your anti-virus not working?

This link describes another route to System Restore. I would access it
in Safe Mode. In Safe Mode disable your anti-virus before attempting to
restore.

What are your anti-virus and anti-spyware arrangements?

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

use Norton Internet Security 2008 and that appears to be working OK
Other Help screens in other programs do not work either

You have posted the same error three times, not three errors!

If you have Windows XP Home Edition the error posted has no significance
and is safely ignored.

Does System Restore work when you follow tmy suggestion.
