Msinfo32.exe opens Help and Support Center

Msinfo32.exe" it opens "Help and Support Center instead of System
Information. The file is in the right place, even copied over a fresh
copy in case it was corrupted. Whether it starts from Run menu or
clicking on the MSinfo32.exe file, it always leads to Help and Support
instead of opening System Information. Any help would be appreciated
