help files do not display

I haveWhen I try to open any help file part of any program, I get a browser
cannot display type of page.

I checked the "folder options then Help File" under control panel, and the
correct file is used to open it. However the only thing I notice is rather
than a book icon it shows a question mark Icon (the book icon was not listed
under my icons to change it!)

however help is working in the Microsoft Help Centre, however the Help file
does not for standalone programs on my computer such as Simply Accounting,
Spybot, Zoombrowser etc. When I click the Help file, I get a "Internet
explorer was unable to link" error.

Action canceled
Internet Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable.

Try this.

Locate a help file from one of those programs, *.chm.
Right click the *.chm file | Properties | General tab |
Opens with should be Microsoft® HTML Help Executable

Microsoft® HTML Help Executable is hh.exe

Also try this...
Help, CHM, HH Checker-Fixer
[[MJ's Diagnostics is a small utility that reports if all the HTML Help
runtime DLLs are installed and registered correctly. If a DLL is not
registered then it will ask if you want to register it. It also checks the
RoboHelp DLL (HHActiveX.dll) and MS Help 2 DLLs. ]]
