Help file error with any progam on my computer

When I try to access the Help file with any off-line computer program I have,
I get the following error message:

"Action canceled
Internet Explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable".

I did note when I check the Folder Options and then File Types, the HLP file
is opened by the correct file (Windows Winhlp32 Stub), however I note when I
click advanced, the ICON is a Blue Question Mark, rather than a "Book Icon"
which is displayed and works on my other computer. The Book Icon is not one
of the Icons listed if I wanted to change it.

Help!....Thanks from Canada

Many Help files are not .HLP so you are probably looking at the wrong
File Type and I suggest you don't change the HLP file type.

Try CHM Compiled HTML Help File.
The open action for that is:
"C:\WINDOWS\hh.exe" %1

Have a look at the extension on the Help files concerned, either in
the applications folder or in C:\Windows\Help

For .HLP or for .CHM files?

First thing to say is that, because of a Windows security update that
Microsoft released last summer, you'll see this error message when you
open any HTML Help (.chm) file that you have either: 1) downloaded from
the Internet or 2) accessed over a network. For more information and
workarounds, see this page:

http://www.grainge.org/pages/authoring/ms05-026/ms05-026_update.htm

If this isn't the cause of your problem, you might try the following:

1) Use MJ's Help Diagnostics to check that all the help viewer
components are properly installed and registered.

http://helpware.net/downloads/index.htm#MJs

The only section of the MJ's Help Report that is relevant to your
problem is the one headed "HTML Help Run-time Components".

2) Delete or rename the file hh.dat, which you should find in this
hidden subdirectory:

\Documents and Settings\%username%\Application Data\Microsoft\HTML Help

The hh.dat file stores user-specific information on all the HTML Help
files on your system (favourite topics, changes that you've made to the
size and position of a help window, etc.), and can cause the files to
misbehave if it has somehow been corrupted. Windows will create a new
version of hh.dat when you next open any .chm file.

3) Empty your Temporary Internet Files directory (in Internet Explorer,
Tools > Internet Options > General tab > Delete Files). A full TIF
directory can cause the help files to misbehave.
