I'm sitting at my computer, doing nothing, and a window pops up saying
"Temporary Internet Files is a Windows System Folder and is required by
Windows to run properly. In cannot be deleted".

If I bring up Task Manager, sure enough there is an application called
"Delete" running.

I'm NOT trying to delete this file! Why does the system THINK that I'm
trying to do this? Any help will be appreciated.

Run a virus scan immediately, followed by a scan for spyware. Also
disconnect from the internet until you are sure there is nothing nasty
lurking on your hard drive.
