Help! Computer only shuts down on second attempt

I am running Win XP SP2

When trying to shut the computer down or restarts, it goes so far then I get
an error buzz from the computers internal speaker.
I then have to again either shut down or restart and this time it shuts
down/restarts

Anyone any ideas?
