Help centre and system info

I have a strange problem which I hope someone has solved or recognises.
Recently I've found that help will no longer launch.
I've tried it from the start menu and even launching the .exe in explorer.
I don't know exactly when it stopped, but the only thing i've added recently
is
Diskeeper. I've taken that off again but the problem remains.
In trying to see what was wrong I tried to launch System Information and
that
wouldn't launch either!
As far as I can see everything else is fine.
I'd rather not reinstall, but I'm running out of ideas.
Can anybody suggest anything ?
