Help, can't create new folders

I am running xp on my computer. Whenever I right click on the desk top or
any open file window, say to create a new folder, all open programs and
windows close, the screen goes black and then reloads the desktop. The same
happens when I try to access the file menu in any opened folder window.

I have downloaded all xp updates and patches, run virus scan, defrag,
registry clean up...

Any ideas??

It might be related to a bad context menu handler. See this link:
