All new files are green (encrypted?)

All the newly made files in my documents folder are showing as green but when I open them I am not asked for a password they will open. It may have all started when a folder I had encrypted was no longer and I did not know why it lost the encryption. I tried to re encrypt it and when that did not work tried to re encrypt a new folder and its contents without success. I know find that all files of all file types when newly saved to my documents appear as green. I went up to my documents folder opinions and thought I applied a non encryption to all the folders it did it thing and took about 7 minuets. If I select the new green file and right click on properties I can with the advanced button de encrypt the files one by one.
What is going on here? Also any new folders become green and their saved tocontents. Older folders that do not appear as green can have things saved to them and they are ok and in black text.

Encrypted files are not password protected files. They use the Encryption

File System (EFS) and a user based certificate that is stored in you

Personal Certificate Store.

To disable EFS on files and/or folders, uncheck the encryption dialogue

under advanced properties.

I thought I did that. Are you talking to right click on the folder (my docs) and under properties and the advanced button uncheck encrypt?
