Help and Support problem

I've just received a new computer with Windows XP where
the Help and Support button does nothing when clicked.
The computer mfg. tech told me to reload Windows. Well
that didn't work . . . literally. He hard drive got hung
up and wouldn't advance to reload once the installation
was attempted. They sent me a new hard drive!! And,
still the Help and Support button does nothing. I've
tried the fixes at Kelly's Korner, to no avail.

I hope there is someone out there who can help! Thanks!
