Headers change size

I have a document that does not contain any sections, although I have set it
to have a different first page. Of the 90 odd pages three or four have
headers that take up half the page.

Please can anyone explain this and suggest a way to solve it?
 
Its OK, I have solved it. File -page Setup - Layout - Page - Vertical
Alignment = Top
