have to Shutdown Win XP Twice

After upgrading my windows XP pro box to a P4 2.8, firstly
it went into cyclic restart and would not bootup fully at
all. I couldnt even start it in safe mode so I was forced
to do the Microsoft standard fix and reload my XP and go
through the convice Microsoft that Im not stealing the
software thing to re-activate it. From there on in I have
not been able to shutdown unless I do it completely twice.
Anyway after deinstalling everything - no change. I
reinstaled everything again - all the software seemed OK
and still does though I did have a heck of a lot of fiddle
with the toolbar (now fixed) However I still have to
shutdown twice. An irritating problem to which I am sure
Microsft will advise re-load XP as the fix.

Anyone have any ideas??

T/Y I tried it - but to no avail - I did however watch
more closely what was going on and things are shutting
down but ever so slowly.
