Hard Disk Volume

I have a recently purchased PC with 250GB Seagate HD. Volume is only showing
4.88GB and messages of low memory space keep coming up. What settings have I
overlooked or is there a problem with the hardware?
 
Can you save to this device?
Im assuming this is a secondary harddrive.
If it is a secondary hard drive can you acces it properly, if not make
sure the low space errors are not comming from your primary hard drive.
