Hangs at user login and shutdown

XP Home hangs while logging in to user...pressing ctrl-alt-del kicks it into Windows (though the task manager window never pops up) Also, hangs at shutdown......displays "windows is shutting down" and i can hear the drive shut down, but the fan continues and all controls freeze. Can't even shut it off with the power button. Help...i've tried removing some programs thinking it was a program or driver conflict.
